Washington State has embarked on a path to create a world-class and seamless education system to prepare all Washingtonians to be competitive worldwide and participate in a healthy democracy. Washington State’s 2004 Master Plan for Higher Education calls for defining college readiness in mathematics, science, English, world languages, social studies and arts.

In 2005, the State Legislature and Governor Gregoire provided funding for the Higher Education Coordinating Board to define college readiness in English and science, in collaboration with K-12 and higher education institutions and stakeholders. A similar effort was already underway for mathematics.

Led by the Higher Education Coordinating Board, planning for the College Readiness Project began in 2005 with the assistance of the Center for Learning Connections at Highline Community College in Des Moines, Washington, and the Educational Policy Improvement Center in Eugene, Oregon.

Phase I of the English and science readiness project resulted in producing the Preliminary College Readiness Attributes and Definitions in English and in science. The Higher Education Coordinating Board is currently seeking state and private funds to continue with Phase II of the English and science college readiness project.
