Chris Bailey
Chris Bailey was employed in the private business sector and practiced law prior to accepting the Vice President for Human Resource position at Centralia College.
Richard Carvajal
Richard Carvajal currently serves as the Vice President for Student Success Services at Cascadia Community College, where he is responsible for financial aid, student life, diversity and equity services, international education, admissions/outreach, and academic advising and other student support services. Before coming to Cascadia, Carvajal served as the chief student services officer for Independence Community College in Independence, Kansas, and he held related positions at baccalaureate-granting institutions in South Carolina and Illinois.
Carvajal earned his doctorate in higher education administration from The University of South Carolina, a Master of Science in Education degree from Southern Illinois University and a bachelor’s degree from East Central University (Oklahoma), where he was the institution’s outstanding graduate. Among his other accomplishments, Richard has been a World Affairs Council Fellow, a Lyndon B. Johnson Congressional Fellow, a National Association of Student Personnel Administrators Minority Fellow, a Washington Center Minority Fellow, a regular presenter at regional and national conferences, and a graduate of Leadership Hartsville (South Carolina), Leadership Independence (Kansas), and Leadership Kansas.
Earl Hale
Earl Hale retired in 2006 as Executive Director of The State Board for Community and Technical Colleges after 19 years of service. Since his retirement, Earl has served in a variety of roles, including: consulting for the Ford Foundation on community college management and policy issues in several states; serving as a consultant to the Association of Washington Business on Higher Education and Workforce Training Policy Issues; and is a member of the Higher Education Coordinating Board.
Earl also serves on the board of the YMCA and Nisqually River Education Center.
Christine Kerlin
Christine Kerlin is currently the Vice President for Strategic Planning and the University Center at Everett Community College, WA. At Everett she has also served as the Vice President for Enrollment Management. Prior to arriving at Everett in 1996, Christine served as Director of Admissions and Records at Central Oregon Community College and as the Director of Admissions at The Evergreen State College.
Christine holds her doctorate from Oregon State University, her B.A and M.Ed from Western Washington University, and also teaches as a part-time instructor in the Student Affairs graduate program at Western Washington University. She supports the Minority Achievers Program in her community.
Vickie Lackman
Vickie Lackman has 27 years of Human Resources experience in education, healthcare, manufacturing organizations, and for profit and non-profit organizations, national and international. She has been in the Washington State Community and Technical College system for six years. Vickie is currently Vice President of Human Resources at Bates Technical College.
Nancy McKinney
Nancy McKinney has been the Vice President for Administrative Services at South Puget Sound Community College since 2004. Prior to that, she served as Vice President for Administrative Services at Grays Harbor College for 6 years, and worked at The Evergreen State College for 12 years. She has a Bachelors of Arts in Business Administration from the University of Washington and a Masters in Public Administration from The Evergreen State College.
Rich Rutkowski
Raised in Western New York, Rich obtained his BA in Aeronautical Engineering from the University of Detroit in 1965. He went on to a Master’s Degree in Business Administration from the University of Michigan, and subsequently became a C.P.A. in the State of Washington.
Rich began his employment history with the Boeing Company as a financial analyst, and later went into business in partnership as a tax consultant. He then took the position of Controller at Highline Community College. Subsequently, he was employed by Green River Community College in 1974 as Dean of Business Affairs. In July of 1983 Rich was appointed College President.
Rich and his wife, Shirley, have two children, Ann Marie and Christie. Rich enjoys racquetball, fishing, boating, and has an interest in photography.
George Smith
George Smith is currently the Vice President of Student Services at Edmonds Community College. He has over 20 years experience as the Chief Student Services Officer and has been the lead administrator for the college’s Strategic Enrollment Management plan. George has served as president of the Washington State Student Services Commission, on the Executive Board for the National Council for Student Development and has participated on numerous system wide and community based councils and committees.
Sue Williamson
Sue Williamson started working in the Washington State Community College system in 1972, after graduating from Centralia Community College. She has worked in administrative services, computing, human resources, community education, and on international projects. Currently Sue is the Executive Director of Human Resources for Skagit Valley College and is responsible for the numerous functions related to personnel, payroll and benefits for the college. Sue has served on state-wide committees including the Technology Advisory Group, Human Resource Management and represented personnel and payroll on many of the CIS (SBCTC-IT) projects.
