Senator Kastama is a member of the Senate Economic Development, Trade and Innovation Committee, is Vice Chair of the Senate Higher Education and Workforce Development Committee, and sits on the Senate Transportation Committee. He will be speaking on how leadership and collaboration are necessary for strong economic development with Washington communities.

A. Statewide Facilities Management Software and Other OFC Examples

Presenters will summarize the collaborative process by which all 34 colleges selected CMMS software, including two unanimous votes to use whatever software was selected. System-wide implementation after three years of use of this software is substantially higher than after 15 years of use of the preceding software and includes data design to facilitate system data collection. They will also describe additional OFC collaborations that enhance system value such as: capital project development; college to college collaborations; information sharing and networking; and participation within the existing system of commissions and councils.

B. Pierce County Collaboration: Responding to ESSB 6359

Mike Towey, Instructor, Human Services Program, Faculty President, Tacoma Community College

Responding to State Bill 6359, also referred to as the "Efficiency Bill," Pierce County administration, faculty, and staff leaders from the five community and technical colleges have been working together to develop a collaborative process to begin to identify efficiencies to improve services and programs to the people of Pierce County. Michele and Mike will share our challenges and opportunities.

Our Nation is in the midst of significant structural change affecting every aspect of our way of life. Higher Education is not exempted from this. We can either embrace this change or be overwhelmed by it. In either case, the way forward will require us to build on our strengths as colleges and make the tough decisions that allow us to advance our mission in a new way.

The Five Star Consortium is a model for a new way forward.

A.Variables Associated with Student Success in a Dual Enrollment Program

Mick Donahue, Executive Vice President, Instruction and Student Services, Skagit Valley College


Skagit Valley College is the only community college in the state of Washington that uses high school GPA only as an admissions requirement to Running Start. All other community colleges use test scores for admissions (Compass, etc.). This presentation will discuss the research behind the decision to utilize GPA in lieu of test scores and student performance.

The three Universities will discuss their collaboration efforts with community and technical colleges, including: centers at community colleges, transfer opportunities and graduate degrees in community college leadership. This session will highlight what the current thinking is and ideas for future collaboration and partnership opportunities between private and public four year institutions and community and technical colleges.
